For the world horse breed HAFLINGER, the transfer of state stallion licensing to private breed associations has significantly changed the breeding influence, away from state stallion licensing rights towards Section-association licensing rights (the breeding selection of stallions). These conflicts of interest are the reason for the existence of the "five Sections Haflinger Pentagon". The breeding stallion and breeding mare inspections of the Sections are decisive for the registration of foals. The principles described in the breeding programme of the UZB subsidiary studbook Sections now apply: AAG-Txx, AAP-Tha and BCP - CXP, plus CXR-CXE, in the phenotype Haflinger appearance.

The "five Sections Haflinger Pentagon" coordinates the collaboration between the Federal Office BLW, Department of Animal Breeding and the World Umbrella Association of the Haflinger World Breeding & Sport Association (HWZSV) and the original studbook central offices, for the members of the "five Sections Haflinger Pentagon". The breeding programme recognition of the UZB (original studbook) "Sections" AAG-Txx, AAP-Tha - UZB - HPT now applies instead of that of a breed association, e.g. The Swiss Haflinger Association (SHV).

The UZB original studbook-leading organisations create the preliminary studbook register for the Section: CXR private breeding.
The foal equine passport, issued by CH-Login-Identitas AG, with TVD no. 756-018 is supplemented with the UELN (756 016 XXX XXXX XX) valid for the Haflinger horse breed, in which the origin-affiliation identification letters of the Sections, AAG-AAP // BCP, CXP and CXR = Register + CXR - in the alphanumeric UELN (Universal Equine Life Number) are contained.
The holders of a hybrid foal passport of Section CXR can apply for the registration of the foal in a preliminary studbook register from the age of 3 years.
The breeding subsidies from the BLW for the Sections: AAG-Txx and AAP-Tha, the CH foal rearing are essential for the continued existence of a CH breeding organisation in Switzerland, analogous to direct payments for agricultural enterprises!
The UZB breed identification number 016 for the "five Sections Haflinger Pentagon"
The alphanumeric U E L N = 12 digits and 3 letters, is the identification number that has an identification colour per Section.
The Sections:
- Royal blue - AAG / Light blue - AAP : for pure breeding = - - Green - BCP : up to max. 1.56% foreign blood and from the 9th generation = 0.0% OX, arabo foreign blood. - Orange - CXP : for horses with 3.12% foreign blood up to max. 12.5% OX, arabo foreign blood. - Grey - CXR and CXE: Register without original studbook
For registration and to determine the affiliation, the HAFLINGER breed "Sections" are united in a "five Sections Haflinger Pentagon" (www.dhuzb.ch).
The horse breeding regulation of the European Union requires internationally the allocation of a single, worldwide readable alphanumeric identification UELN number to the name of the horse at initial registration.

016 = the breeding organisation, the "five Sections Haflinger Pentagon" (www.dhuzb.ch) is valid for all Sections of the "Haflinger" breed as a unit. The Sections: AAG-Txx and AAP-Tha, breeding programme HPT (Haflinger Horse Breeding Association Tyrol) are independent.
For the horse breed "HAFLINGER" three (UZB) original studbook-leading organisations are recognised. This requires the separation of
breed associations into "Sections", i.e.: departments to preserve the sovereignty of the original studbook organisations: HPT A.N.A.C.R.Ha.I F.N.
The central Swiss database CH-Login-Identitas AG, TVD (Animal Traffic Database) allocates for all "Equines" a six-digit number 756_018 as TVD number. For the "HAFLINGER" breed however, the TVD number from the CH-Login-Identitas AG database in the horse passport is unacceptable - nine 9 digits do not correspond to the requirements as a UELN number. The horse passport created for foals with ID number 756_018_xxx_xxxx_xx is an internal database number!!! 018 is not a breeding organisation!!!
The central database CH-Login-Identitas AG is not competent for the allocation of a UELN as initial registration number. The allocation of a UELN is created by the breed organisation the "five Sections Haflinger Pentagon".
The UZB organisations HPT A.N.A.C.R.Ha.I F.N. are autonomous and each has its own breeding programme and its own evaluation scale for breeding horses. The Sections of the Haflinger breed adopt their principles from the breeding programme as subsidiary studbook-leading departments.

Section: CXE = Noble blood Haflinger UZB (original studbook) F.N. - OX Arabian thoroughbred share of more than 12.5 %
With an OX foreign blood genetic inheritance share from 12.5%, Department CXE, noble blood is identified as not belonging to the "Haflinger" breed.

The holders of a hybrid foal passport can apply for the registration of the foal in a preliminary studbook register from the age of 3 years.
The foal initial registration "the origin affiliation life number UELN" - born in Switzerland! is valid until studbook admission from 2 1/2 years into the corresponding Section as a breeding horse. For breeding horses the affiliation "Certificate of Origin" confirms the original origin and affiliation, the breeding method, the selection goal and the "suitability".
The Haflinger Pentagon breed organisation number 016, the "five Sections Haflinger Pentagon" creates on behalf of the original studbook-leading breed organisations the initial registration "affiliation-origin certificate" of the Sections. (The alphanumeric U E L N). The "Certificate of Origin" are identified by colour: Royal blue - Light blue - Green - Orange and Light grey.
The "affiliation certificate" is an authenticated Certificate of Origin. With this, the owner of the foal can apply for studbook entry into the breed Section - from which the parents of the horse are registered - after 2.5 years: studbook admission to the Section - UZB organisations.
For Section: CXR = Hybrid Horses, a preliminary studbook for breed crossbreeding is newly opened.
The HAFLINGER breed Sections are recognisable by the alphanumeric UELN Section number and the corresponding "Certificate of Origin".

This Universal Equine Life Number must be allocated as identification to the breed Section! The "five Sections Haflinger Pentagon" is an association for the breeding diversity of all possible breeding variations. Professional or hobby breeding operations.
Essential are breeding subsidies for CH foal rearing to maintain Swiss horse breeding according to AS 2018 - 4171 - 916.310 - Horse Breeding Ordinance to be granted by the Federal Office for Agriculture BLW Department, Animal Products and Animal Breeding.
The federal horse breeding promotion currently ten million (CHF 10,000,000) per year fizzles out ineffectively. No new money is needed for foal rearing premiums, CHF 1,200,000 is to be used more efficiently!
In order for breed horse breeding to offer a minimum profitability, the foal rearing premium must be realised by Federal Office BLW, Department of Animal Breeding!
Justification:
The foal rearing premiums are essential for the promotion of Section: AAG = stud farm breeding and AAP = private breeding.
The effectiveness of a premium requires the introduction of quality grading in the evaluation scale!
The grading comprises 3 quality classes.
I. Foal quality class Ib = very valuable comprises approx. 20% per year. Rearing premium CHF 900.- annually, after annual reassessment.
II. Foal quality class IIa+ = valuable plus and IIa = valuable - comprises approx. 60% per year. Rearing premium CHF 600.- annually, after annual reassessment.
III. Foal quality class IIb = satisfactory comprises approx. 20% per year. They receive no rearing premiums.
Foals of Section: AAG stud farm breeding in communal rearing and foals of Section: AAP = private breeding stallions that are transferred to communal rearing operations with the same foal evaluation scale as Section: AAG stud farm breeding are entitled to rearing premiums. Sections: BCP/CXP//CXE-CXR are hobby breeders with breed affiliation without rearing premiums.
Approximately 80% of foals of Swiss Haflinger horse breeding are registrable in Sections AAG and AAP as breeding horses and are accordingly entitled to rearing premiums. Section AAG, stud farm breeding does not produce slaughter foals!
