‘Highly decorated federal civil servant’
⇒ Highly decorated federal civil servant with the very best references ⇒ Head of Department ⇐ fails the character assessment; his nature is at odds with the requirement to implement the Horse Breeding Ordinance and the AP 2022+. The requirement to implement this by 1 January 2026 is being ignored and glossed over.
⇒ Defiant behaviour, adorned with self-invented claims, misinterpreted correspondence, and autocratic, high-handed, despotic conduct preclude the necessary qualification as the responsible head of the Horse Breeding Ordinance Office, with the remark: Unsuitable, character assessment failed; case referred back to the Head of Department and the Federal Council as a whole.
⇒ The dual assessment – the character assessment – becomes a prerequisite for authorisation to perform a functional role; it becomes a mandatory requirement, an obligation, both for Homo sapiens and for farm animals, such as the horse as a partner in sport or leisure disciplines.
⇒ At present, November 2026, this requirement – the dual assessment, the character test equivalent to a university degree for those in charge of the Horse Breeding Regulatory Authority – is not yet mandated by the Federal Council as a whole, with the result that a veritable armada of opposition is the Horse Breeding Ordinance, as prescribed by law, is being disregarded by the breeding organisations due to incompetent, unqualified and unauthorised leadership.
⇒ With regard to the Horse Breeding Regulation, the person responsible for its implementation and application, along with his entourage – who profit from the shortcomings on the part of the command centre – are, by deliberately ignoring the Agricultural Policy AP 2022+ Regulation, committing a ‘gentleman’s offence’, a gentleman of noble character committing a criminal offence. E.g. honestly embezzled, stolen.
⇒ Even if this behaviour is at least tolerated by those in the upper echelons – the heads of the departmental ranks – does that mean ‘carry on as before’!? Hardly; it is simply difficult to believe that one can expect a thriving thoroughbred horse breeding industry under such circumstances.
With best regards
