That is state interventionism: Christian Stricker, Head of the Animal Products and Animal Breeding Division at the Federal Office for Agriculture (BLW), decides what applies.
⇒ He acts on behalf of the Federal Council as a whole, but bases his decisions on his own interpretation and that of his entourage – and calls this ‘business practice’.
⇒ Key provisions of the completely revised Animal Breeding Ordinance, which the Federal Council brought into force on 1 January 2026, are not being implemented. Provisions of the superseded ordinance effectively remain in force, or the application of the new one is simply being refused.
⇒ Our demand to the Head of Department and to the Federal Council as a whole: the obstructionist practices employed by the Head of Division must cease, and the requirements of the Animal Breeding Ordinance must be complied with.
⇒ Haflinger-Pentagon Sàrl-GmbH expects Mr Stricker to cease his vexatious and undignified behaviour towards us and to grant us the authorisation to which we are entitled as an umbrella organisation, so that we may implement the breed breeding regulations set out in our articles of association.
