Head for Breed Recognition and UELN/UHLN Responsibilities
 

Swiss horse breeding, which is being stifled by the BLW Head of Department, brings no great glory or public prestige, but rather a great disgrace.

Since 1960, the Warmblood, Haflinger and Freiberger horse breeds have been officially recognised by the state as Swiss breeding products.

This remains the case even under the new Horse Breeding Ordinance, which comes into force on 1 January 2026. By adopting the breed principles and breeding programme of the original studbook organisation, the breed remains a Swiss breeding product.

Only the Freiberger horse is now promoted as the Swiss breeding product that can still keep its head above water to some extent from Christian Stricker’s stranglehold – thanks to being the sole recipient of millions of Swiss francs in federal funding. This ‘manna from heaven’ for Switzerland’s last remaining horse breed is now also claiming breed conservation grants.

Is Christian Stricker, formerly Niklaus Neuenschwander, as head of division at the Federal Office for Agriculture (BLW), together with his ‘entourage’ – which must follow his instructions 100 per cent without exception – responsible for the

arbitrary rule – autocracy, absolute sole rule, dictatorship, tyranny: are the breeds recognised as Swiss breeding products – Warmblood, Haflinger and Freiberger – being destroyed, wiped out and ruined?

As the national authority responsible for the Animal Breeding Ordinance, vocational training as a

manager – on behalf of the Federal Council as a whole – is required; a licence is not strictly required, which reduces – diminishes – the level of accountability expected of the regulatory body, whilst significantly increasing its regulatory power.

The allocation of the breed life number UHLN (Universal Haflinger Life Number) – part of the UELN (Universal Equine Life Number) system – by the TVD (Animal Movement Database) – 756-018 corresponds to a movement and ownership database, but not to the

statutory UELN (Universal Equine Life Number) [or] the UHLN (Universal Haflinger Life Number) for identifying the animal’s origin and affiliation to the department or section, and to the herd-book-keeping breeding organisation of the breed of origin.

The umbrella organisation of the breed breeding organisation, comprising five divisions and sections, permits foals reared to the age of 3 years to be registered for studbook entry with the section in which their parents are entered in either the open or closed studbook, to be assessed and entered accordingly.

The origin and affiliation to the breed’s department or section, the issue of the UHLN and the ‘Certificate of Origin’ can ONLY be carried out by an umbrella organisation of the breed breeding organisations – e.g. for the Haflinger horse divisions and sections by the umbrella organisation Haflinger-Pentagon Sàrl-GmbH.
