The EAER opens the door — we step inside

The General Secretariat of the Federal Department of Economic Affairs, Education and Research (EAER) responded to our formal objection of 17 December 2025 in a letter dated 12 February 2026. We take note of the response — and draw our conclusions.


The chronology

29 October 2025
The Federal Council adopts the completely revised Animal Breeding Ordinance (TZV). Exclusive promotion of the Freiberger breed is enshrined in law.

9 December 2025
The FOAG rejects our request for recognition as an umbrella organisation and for EU-compliant treatment of our breeding programmes.

17 December 2025
Haflinger-Pentagon Sàrl-GmbH submits a formal objection against procedural irregularities directly to Federal Councillor Parmelin and the General Secretariat of the EAER.

12 February 2026
Response from the GS-WBF: No procedural irregularities, no conflict of interest, Freiberger funding lawful. Our core question remains unanswered.

What the EAER says — and what it conceals

The EAER explains in detail that the total revision procedure was carried out properly. That may be true in formal terms.

However, the EAER does not answer the following question: Why is Haflinger-Pentagon Sàrl-GmbH, as the umbrella organisation of the three international studbooks (UZB), treated differently from the SHV, which fulfils exactly the same function structurally but represents only a single UZB?

This question is at the heart of our objection. It has not been answered. This is not an oversight – it is a decision.


The "threat" — we take them at their word

In its letter dated 12 February 2026, the GS-WBF states:

"For the sake of completeness, it should be noted that — should the FOAG issue a ruling concerning you or Haflinger-Pentagon GmbH on the basis of the completely revised TZV — you would have the option of appealing against it."

With this sentence, the EAER itself opens the door that had previously been closed to us: legal recourse via a decision. We call on the FOAG to issue this decision. We are ready.


Our statement of 18 February 2026

We have today submitted our formal statement to the General Secretariat of the EAER. In it, we state:

Firstly: The response written on behalf of Federal President Parmelin certainly never reached him. The legislature decides on laws — the executive ensures that they are implemented and can be implemented.

Secondly: We call on the FOAG to issue the announced decree. We are prepared to take legal action.

Thirdly: Haflinger-Pentagon Sàrl-GmbH assumes the function of recognised breed representative for Haflingers in Switzerland — on the basis of EU Regulation 2016/1012, which is applicable in Switzerland.


What comes next

Politically: Direct letter to the office of Federal President Guy Parmelin — personally, not via the FOAG.

Parliamentary: The Economic Affairs and Taxation Committee (WAK) of the Council of States and the Control Committee (GPK) will receive a copy for information.

Legally: Preparation of an appeal to the Federal Administrative Court (FAC) — as soon as the FOAG's decision is available.


We are not acting out of indignation, but out of conviction. Haflinger breeding in Switzerland deserves representation that meets international standards. We are that representation.
